Possibly McCloud River 18 with a SP 6 Chime Flat Top whistle. But maybe not because in 2004, McCloud River 18 never had that whistle.

going off what the sound effects wiki said, the sound plays when the hand car re-couples the observation car towards the end of the film, but in the film a similar sound (or heavily edited version) plays.

Every December, I think of this movie and it still holds its spot as one of my favorite Christmas movies of all time. For some reason, I absolutely adore the visual and sound design that went into this movie. I loved the nerve-wracking sound of chugging of the train gradually slowing while climbing up the hill before Flat Top Tunnel. I even loved the part where the observation car gets disconnected. No overly dramatic music needed, just pure panic while you hear the train car creak and groan while gaining momentum, then screeching and squealing as it reaches high speeds. The music is so wonderful too, particularly with the usage of echoing, distant Christmas songs while the trio are lost in Santa's large and creepily empty factory which reinforced the feeling of isolation as well as the feeling you get when leaving a building that's about to close for the night, when no one is around anymore. I also found myself occasionally looking at the concept art for the movie, especially the architecture and design found in the later-half of the movie.

It's short because that was the amount of sound effects I had compiled at the time. I'm working on the next one (4.0) which should be a bit longer. (by a few minutes give or take)
