you should have asked him how comesome IAS officers keep accumulating 100s of crore (even 800 crore!!) and their seniors kepp rating them 'outstanding' and they keep getting promoted. aren't the seniors equally guilty of doing nothing about what is happening under their nose. And one may feign ignorance but if that's the case then what kind of a leader you are.
