Why not teach these youths a marketable trade instead? Every where I’ve been surfing, foreign surfers infect the locals with the surfing lifestyle instead of marketable way to feed their families…

We couldn't agree any more. That's one of the focuses of The Way Youth Center, actually. Everything they do is community oriented and the pump track is just one small part of what they offer. There is a school for the local community, they teach trades, they offer music classes, theater classes, bring down groups from abroad to do community service projects. To list everything they do for the local community would be next to impossible.
