Yes you can but when you submit your documents at vfs if they ask you to submit the completed document for skill pass then you will have to do it.

Applying for work permit nowadays take 5-8 months you can start the process while you are in the country but have to exit and continue the rest of the process from your home country

Applying with skills pass phase one and 2 certificate with same occupation which is cleaner and got offer and just submitted but i was rejected one time , how's the changes of getting visa second time?
