The Makarov is an auto loader with a slide lock capability. If it was out of ammo the slide would lock back, indicating to the shooter that he needed to reload. Since it didn’t, he should have known he didn’t need to rack the slide. Assuming it has the 8+1 capacity, he wasted one by racking one round out of the chamber and subsequently fired a total of 7 rounds at the soldiers, leaving 1 in the chamber and none in the magazine. He changes magazines once he catches his gun, but racked the slide again unnecessarily since he still had a round in the chamber. It’s virtually impossible that this jam was caused by overfeeding the magazine as you physically can’t get any more than 8 in there in the Makarov, so the reload would be the same as having 8+1 like he had in the beginning of the fight. So here’s what I think happened (impossible to verify given the camera angle, but it fits with the errors we see him make): Ocelot trained himself to rack the slide by placing his fingers directly over the ejection port of the Makarov. By some miracle he didn’t induce the same malfunction at 0:17, as the bullet clearly ejects out and behind his hand instead of out and to the right, implying it bounced off his hand while ejecting out of the chamber. When he repeats this technique with Naked Snake, he (intentionally or not) put his fingers so close to the ejection port that they pinned the round in place before it could clear the slide, preventing it from ejecting properly and creating a kind of horizontal stovepipe malfunction. If he racked the slide properly from the back of the slide, the area you are actually supposed to use, it prevents any obstruction to the ejection port and makes this kind of issue nonexistent. But since Ocelot tries to show off throughout the entire game, he puts more thought into his acrobatics and perceived gunslinging skill than into the safe handling of an autoloading handgun. Which may be part of the reason why he never uses the Makarov again after this fight

I remember for the longest time thinking that the loose bullets in this scene looked bad and then I actually bought a Makarov and upon opening a box of ammo for it found that they do in fact look like one solid piece.

I didn’t realize in MGSV, older ocelot says the same thing about the recoil to a young soldier in the diamond dogs.

And the reference's attention to detail was just perfect. In MGS3 Ocelot's semiauto jams on a *full round* because he racked the slide sloppily before his first intended shot, so that's the first thing Snake mentions. In MGSV the soldier's semiauto jams on a *spent casing* because he was limp-wristing, which dampens the recoil. Snake's advice to Ocelot about dampening recoil pays off a whole 20 years later.
