Hi sir my notice period is for 2 months but my current company have blocked issues(computer card still valid)so can my current company login into system and wave off notice period?

Hello, I have a notice period of 60 days, I also have NOC that says notice period can be waved. I want to waive that to 0 days, I know company can waive that online and they are fine by waiving it but unfortunately they can’t because the smart card of company is blocked, in this cases can the ministry waive it for me if I show my noc?
