So do both transformer operate at the same time or its one or the other and how long does one transformer stay on?

Both transformers are normally both energized and supplying half of the common bus each. One transformer can be taken out of service during maintenance. The 5.5 kV Bus coupler will be closed, and one transformer will carry all the load of the substation. Depending upon the load, often some 5.5 kV feeders have to be off loaded.

Have been round substations myself on several occasions. There's nothing to worry about as long as you keep below the grounded metalwork level as it's all very solidly bonded to a metal mat under the shingle.
