Revenge does have super armor. The problem is it activates only on actions such as attacking, it isn't passive.

I can't edit my other comment because it isn't appearing for me. So here's a continuation. If you notice, the bash always was purposely done when Yuriv did a finisher or fainted to neutral which means the super armor was no longer active.

To add onto this, buffing revenge won’t really change how effective or powerful it is in bad or average lobbies. Most people don’t respect revenge there and just button mash anyway. The buff will help against people who know how to effectively make revenge useless. I’m not talking about counter play or making right reads/reactions. More so that often times you will just be stunlocked for most if not all of your revenge. Why do you think most people wait to pop it? It’s already piddly in how much it helps you and it’s better to pressure people with the possibility of activating revenge.
