Do we also have to make sure the drowning person is in our coverage zone or is it just for your lifeguards?

You're wearing goggles. It's not guaranteed to have them on you at all times. So this rescue is impractical as the common lifeguard would have to go through this without goggles and fight the chlorine in their eyes.

Life guards can have goggles on, I did NLS with goggles, the rule is just that you need to have them on all the time.
