It's a numbers station, coded messages used by spies, you only need a good shortwave radio and the decipher key to read the message, totally untraceable and secure.

Uhm,....So this is just a numbers station in Russia, sending out spy messages in numbers code. it's not like anyone can decipher it, because without the cypher it could be any one of millions of combinations. I fail to see the point of this video.

Did you watch some of China Observer videos regarding how China makes fake things just to make themselves look good? They now have fake libraries, with hardly any books in them. Well they also fake the airwaves to make themselves look good, "oh look we broadcast in all these different languages". In truth they only make a few programs in different languages, the rest are repeated fake music transmissions without any news or content.

FSK decoding software should be able to decode the signal. Here is the FSK detail for this signal: F03j 4FSK 100 Bd 400 Hz +1200 Hz 448 bits

I'm not sure what this Data Mode is called, I asked someone on the WebSDR what it was and they said it was possibly Link 22 which is a newer mode of Link 11
