You probably won't see this but i got a question, Roger and other caracters are ONLY available while their banner is up, or can I (something very, very difficult) have them from any offer in the store?

Hey! Roger is considered an EX unit and characters that are considered EX are only available while their own banners are up. Other characters that are only available during their own banners are movie units like Shiki, Tesoro, Bullet, etc. Other than those exceptions u should be able to get all the bounty fest from different banners. Hope this helped!
