An interesting thing to note is that the Chancellor may not actually a bad guy. Think about it, the world is clearly alternate early 20th century, which is not exactly a peaceful period for alternate Europe. Early on he may sincerely intend to create the machine for innovation, but when war was coming decided to utilize the project for the war effort and the reason he forbid the scientist from installing the soul is so it won't gain sentience and took revenge, in theory. What he didn't take into account is that it is already sentient and is mentally a child.

Для тех кому интересна предистория фильма, есть книга Глуховского "Дневник Ученого". Сама книга довольно жуткая и мрачная, подробно описан процесс как Канцлер захватил мир, а затем люди погибали от войны с Триногами. Также, сам завод как локацию раскроют так, что у вас пойдут мурашки по телу. Автор учавствовал в переводе фильма на русский язык, который сильно отличается от той версии, которую смотрели иностранцы. В русской версии например, устройство для поглащения душ, это не механизм созданный ученым, а древний артефакт. Также в куклах не частички характера души ученого, а частички его воспоминаний о разных людях. То есть грубо говоря : 1 - Канцлер 2 - Помощник инженер 3,4 - дети Ученого 5 - Врач, после начала войны с машинами, лечил раненых и проявлял особый героизм и отвагу в их спасении 6 - второй инженер, которого обманом заставили включить машину и его душу машина забрала первой 7 - жена ученого 8 - телохранитель Канцлера 9 - сам Ученый Также в русской версии, Ученый не просил уничтожать машину(так как она уже была отключена), вместо этого он хотел спасти души тех, кого она поглотила (правда к тому моменту, души конкретно людей, были уже сьедены и переработаны).
