I feel for you. Having been through floods, I get it. Maybe you could put in a reinforced concrete wall to help mitigate some of the damage in the future. BTW what is a lift? What are they for?

When you live by a river like that, you gotta understand that the river has no respect for us humans or our property, it's just a natural force and we cannot control it.

I used to live up the road in Richmond, IL and studied some of the geology of the area. This has been happening over and over since the last ice age....roughly 15, 000 years ago. Back then when it was a bit colder, after damn breakage, the water flowed much more violent carving the land. Sorry for your damage though.
