The name of the tune, as the announcer says, is literally "The Edinburgh Military Tattoo", composed by Major Gavin Stoddart, MBE, BEM, Senior Pipe Major of the British Army, now retired. It is played from the start to approximately 2:45, after which it segues into a medley of Hot Punch, The Bugle Horn and Bonny Dundee

I believe this is called "Skye Waulking Song" because Gaelic women would sing waulking songs while they waulked, or fulled, wool with their hands. It helped then keep time together.
