I found some relief in what Mr.Guillot said at the end of the presentation about compliance and enforcement.

I am in California. I know someone who makes around 300,000 a year but only report half of it. He gets pay half of his income in cash. He has it been in business for over 30 years. He is a field engineer. Sometime he would fill out the report without going to the site. The client will pick up the report and leave the money under his doormat or in the mailbox. He flips home on the side. The last property sold for 1.8 million. The math doesn’t add up. he tells me he gets pay half in cash. He’s in the process of remodeling one of his other property. I have it on recording that he Didn’t charge a client $10,000 in exchange for the client to put up the stills support for his house. Both did not report this to the IRS of course. Does this sound like a case for a whistleblower?

The three years, after dissipated in 16' does that mean 17' 18' 19' tax returns are filled, so in 2020 you can do a OIC, or is it filling three tax returns so in 2019 you can file an OIC?
