You can see the older man telling the little boy to touch the wire, but trying not to look like he's saying it. Older man is a murderer 100%, probably not even the first time he's done this. To the authorities it's just an "accident" - many such cases in India, with electricity and poisons.

He's the one who brought that little kid there. Probably someone informed the other kid not to go there and most importantly never touch that wire. He then brought that little kid there saying if he hold that wire for a second, he will give him a free candy.
