hey kool dude, correct, lots achieved w/ layers & manipulating them differently in size, colour, angles, speed, FX etc. But I think what you may be referring to is the work my buddy Joe did, running footage through this external analog feedback hardware thing. That is the blotchy delays I think you mean, like at 0:48 with the hand trails. I don't know what the thing is called or where ya get em !
