English is the closest one because all Administration, Judiciary, Higher education, Banking services, Income tax, etc everything and anything is in English in India. So unless all Indians agree "officially" that English will be the common link language of India one has to keep learning many/all languages. Ofcourse this is not feasible but this is where we are now
