Hey Mark, I remember reading an article in one of the magazines that catered to the mountain biking community several years ago (either Dirt Rag, or Bike, I forget which). In this article they talked about the growth of mtb interest on Indian reservations. It seems like it was near Gallup, NM, so I'm guessing the Navajo were the indigenous people highlighted in this story. Anyway, I wonder if you have thought about exploring whether there is an interest from the nearby Shoshone people to foster a bike program for their youth? It's possible there may be some federal funding that could help you achieve your goal if you focused on getting cool bikes into the native American neighborhoods. I have no idea, just throwing it out there. Good luck.
