Aside from being hysterically funny and absurd, this is an accurate depiction of the silliness that some public and academic librarians often put patrons through. It goes without saying that every kind of library has rules and regulations; that said, not all rules need to be followed to the most absurd letter of the law in all instances. The goal of the librarians who deal with the public is to help each patron out to the best of their ability with the patron's information need. Librarians who always hide behind every rule and regulation are (in my professional experience) most often the ones we refer to as RIR: retired in residence. In other words, they wish to do as minimal a job as possible, and they will find any rule or regulation that can justify their avoiding tasks they'd rather not deal with. Again, the video is really funny, and part of the reason it's so funny is because we get to laugh at the librarian who, while declaring to do his job, really isn't much of a help to anyone. :)
