Like one year late, but if you haven't stumbled onto this fun fact by now, I can contribute with the fact that the make-up of Mayor Winston is based on H C Strider, the sheriff and plantation owner in Tallahatchie, Mississippi, USA; who tried to hide away the lynching of Emmett Till in 1955, but also who segregated the court room and basically was an over-all creep (I mean, the guy insisted on having his family name "STRIDER" written on the roof of every sharecropper's home/shack, all over his plantation. Just so everyone should always know, who's property it was.) Some say, however, the make-up is based on Bull Connor, white-supremcist strong man of Birmingham, Alabama, USA and Commissioner of Public Safety for two decades during the lead-up to and first part of the Civil Rights Movement working hard to keep segreagation in place and using violent force towards civil rights activists. It might very well be so, that the make-up is based on both of them, although while all middle-aged, white racist guys look the same, I'd still say the Mayor looks more like HC Strider, be it with the body form more of Bull Connor's. What do you think? Oh, and also, worth mentioning that it's like an inside joke that the Mayor is named after the director (atleast I think so, don't know the name of the character before Stan Winston got on the project). I mean, it could be a coincidence, but it follows the route of Moonwalker, where the "bad guy" is named after MJ's manager at the time (Frank Dileo), just two letters switched.
