Thanks @Avian1397. If you plan on visiting only Downtown Chicago then Rental car is not necessary, as parking is a hassle and expensive. If you plan on visiting places far from downtown as well then definitely recommend rental car.

Here in Toronto we are paying around CAD 1.35 to CAD 1.55 per litre (£0.75 to £0.86 per litre) When we drove to New York, it was CAD 1.15 / L (£0.64 / L) So based on above felt California fuel was expensive, but UK seems much more 😅
