It was an older quest Now you can just refresh the island till you see "Ashen key master" or something of that nature

How do you buy ashen keys NOW in 2024? I'm on ps5 and cannot find a answer to this question. I'm not gonna sit here for 30m to 1h fishing for one or wating for a world event im most likely going to arrive late to since you cant dive to world events and everytime i try to sail to one it ends before i can even see the island its on. I keep ending up with chests without keys so I need a solution to this so I can get the stuff I want from selling the tomes and getting their commendations.
