As far as I see it is actually excreting water from it's tail part probably to dissolve minerals or microscopic particles from the surface of the rock which it can then lick of.

If you want to make a complaint I recommend going to the city or the main department for the parks department and make the complaint through there. If you have any footage of it happening make sure you provide them with that as well. Good luck!
