Steves holds back whenever he fights ( most of the times atleast ) It still feels like he's pretty strong But when Bucky holds back ( FATWS ) He doesn't look strong..it feels like he has no powers..🥲 Even though they are pretty much equal in terms of strength...Bucky seems to be weaker.. You see in ther first fight,Bucky was indeed trying to kill Steve and unlike the aftermath of that fight Bucky had yet to remember who he or even Steve were so it was straight up "The Winter Soldier" vs Captain America.
