I think this is an utterly poor example... if the proper gene codes for it to have tusks, then smaller tusks, or a lack thereof, mean that the gene is broken; doesn't code as it should if evolution is to be defended by mutations, you can't have the same mechanism breaking and degrading stuff and then make the claim that the same mechanism is responsible for making organisms more complex
