No it is not in Guilin, but in Yangshuo. However, I think Guilin might have similar services too. You might see people renting bicycles and scooters beside the roads, and many airbnb owners or small hotels offer the rental services as well. If you don't see any, just simply ask the host of your stay or hotel where to find the nearest rental place. There are lots of them, and it won't be difficult to find.
