Unless you've designed an area to be a pre-release from the beginning, disentangling it from other areas is a huge pain. Any quest that would take you outside the area would need to be removed. It can also be problematic from Voice Acting perspective. If you release Chorrol in 2025, there's no guarantee that the same voice actors will be back in 2027 for, say, Skingrad. Generic lines would need to be recorded again for all the new voice types, which can be a big bloat on the file size. Some NPCs in Chorrol might need to be redone completely if a quest in Skingrad goes to an existing NPC in Chorrol and their voice actor isn't around for the Chorrol release to record the lines. And that's before we even get into how complicated things get once Guild Questlines and Main Quests are thrown into the mix, which will have you wandering all over Colovia and Nibenay.

@@Reedstilt They did it with bruma and it will be probably drastically different when the full cyrodiil releases, so idk why after 6 years of nothing we haven’t gotten something else like that. I thought Atmora or Roscrea was supposed to release years ago considering they were using only vanilla assets mostly and it wasn’t that large. I also heard something about valenwood in 2022 but I guess not. I know it takes forever to do these things but yet there’s mods as big and bigger than bruma and some of these made by one person or a small group of people within 1 year with just as much content. Kinda crazy to me, especially when they started cyrodiil 10 years ago and only have half finished

@@thomaskelley6521 I'm a writer for Cyrodiil and one of the Lead Writers on Argonia. I've also done writing for Valenwood and Elsweyr. So I'm speaking from that perspective. They did it with Bruma, yeah, but Bruma was planned to be a pre-release from the start. It's quest content was designed with very few connections outside of the Bruma area. It won't be drastically different in the full release. Additions will be relatively minor, involving new NPCs added rather than tinkering with existing ones. It's why there were two empty houses in the released version of Bruma, so later content can plug into those locations. In 2022, Valenwood's PR writing wrapped up but 3D and LD still have a ton of work ahead of them. No one ever said the PR itself would be out in 2022, that's just when the PR was officially announced as happening.

Beyond skyrim cyrodiil and skyblivion sometimes share assets with each other . That's the extent of their relationship afaik
