It takes time even refreshing the page immediately will not change the language because of browser cache. But don't worry. You should logout and then login or wait for some time it will change the language.

Not mandatory, but it's google's recommendations, so I would say you should follow this step. But 301 redirection is mandatory even on your image urls.
