Great question! The aerodynamics of a boat on an airplane is actually quite the opposite of what you'd think. Most would think to keep the bow of the boat towards the front of the aircraft, going into wind... But what's more important is the airflow towards the back of the airplane and over the tail. The boat is intentionally loaded like this, with the bow towards the rear of the aircraft to keep the clean/less-turbulent air flowing over the tail.

the pogo stick provides an additional layer of safety to prevent the aircraft from tipping to far aft. The pogo stick is not unique to the Dash 7 and can be found on many different types of aircraft

I was on a Dash 7 once flying into an airport in front of a line of severe thunderstorms. Roughest flight ever. But that plane was as solid as a rock.
