So.....I found a way to easily fight him....until 25% hp You get close once you have the chance, force him into the spinning attack, then back to melee him so he could perform spinning attack again. Then after he reached 25%, he did some unknown sun blast or something and one shotted me.

Easy way to kill the hunter on the tower: Kill Dark Beast Paarl. Come in through that sealed door. Climb the tower. Tell him you won't hunt the beast. Walk around his back two handing a Hunter's Axe. Charge R2 and hit him. Run to him before he gets up. Charge R2 again. Should knock him off the tower. You also appear to have missed the item in the first room with the lamp.
