Hi Simon, great question. The New Testament uses the Ekklesia for the church in the house of . . . and for the church in the city. Acts 2:42-26 talk about the ekklesia coming together to hear the apostles teaching and those ekklesia meeting in homes. I know you know all this. But to answer your question, cell church advocates would say that a healthy ekklesia has both cell and celebration and that they are coordinated together TO AVOID what you have mentioned--rogue cells doing their own thing. Thus, one local church with both cell (ekklesia) and celebration (ekklesia). And to avoid the rogue cell activity, all cell churches have coaching structures (caring and monitoring cell activity) and training structures (preparing leaders to align with a unified vision). I hope this helps

p.s.: I do see the leadership connection of cell and celebration in the New Testament (more material on website under "church leadership" or in book "Biblical foundations for the cell-based church."
