For all the people like me who have chosen to replace the generators thanks to rogue and river in ball to the wall I tell you that before going down the stairs to meet Yago, turn left and you will find Paco and Babs looking out of the balcony to watch the funeral. I'm telling you this because I went crazy looking for them and I couldn't find any videos or general explanations to find them. I hope I was helpful. I know, it seems stupid but in this game you have to pay attention to everything otherwise you lose a lot of details.

@@reggiefreemanshow and it still is not there. Probably despawns if you got near it previously and didn't notice it, wiping out the "event". Level 60 and SC 50, almost every Iconic already acquired (except Jackie's second gun as never picked it up at the Wake and can't get back to it; all I have is Seraph) Last quest of Main and almost near end of DLC, done pretty much everything except finishing all the NCPD assaults, this does not appear for many people. For me this ledge is just full of scrub and no car/crash visible. On top of races not being repeatable (did one when they showed up, now after days and many quests they do not return) and no longer able to use weapons on/from cars. On PC so Xbox only??

reload the save(i assume you have a save when you didnt go to location before hand) and wait a few days then head to location but if that doesnt work well i hope harold has it soon

@anti-tryhard yeh VTOL, helo, chopper gunner probably. It's like it stuns the ai targeting so it doesn't shoot anyone, makes it easier to take it down. I mean, don't get me wrong, armour piercing or incendiary rounds are probably a lot quicker, but you get shot at, and you make more noise.
