I know the dial tones are dual-tone mixed-frequency signals, the same voice band signaling that exists in phones. But does anyone know what they actually mean? Why are they being played through the speakers? What is receiving them?

They had one of these sirens over by a job site I was working on and I happened to have my headphones in and took them out AFTER the test had begun. I have never run to my phone that was a quarter mile away in a truck so fast to call everyone I loved and I turn around and my boss is laughing his ass off. We only had it say this is a test once in a males voice. Still scared of sirens to this day.
