Yep, also called "The Hand Ripper" for the jagged ends of the wire left standing out. Look for the DIY Clamptite versions.

The wire ends can, with no effort, be pressed down, neatly and safely.

That thing might be better suited for fencing or something. I don't like that it leaves those ends raised and jagged like that. Those thing will snag on everything and cut your hands on a hose.
