This is wrong and stupid and will not work properly. You need clean water for the beneficial bacteria to stay on your filtration. Sponge should be at the top and media underneath. If you're worried about the charcoal missing from the water, get them in a bag and put black foam underneath the charcoal and media. Also you need to close that pump. Too much water returning to the tank and not enough going to the top filter.

Fix L-Angles and pipes to redivert flow... You can buy them from your nearest plumber shop

This is what I did yesterday to reduce water flow... There are two outlets, first one from the filter media box and the other one into the Acquarium. Install L angles to the second outlet and see to it that this water flows into another filter media box instead of into the Acquarium. This way the flow is reduced a lot and you get the benefit of added filtration. I wish I could share a video of it. Hope this helps.
