Leto II is a fascinating figure. He has strong elements of a dictator with a regime of steel but there is about him too elements of Christ. Sacrificing his humanness to save humanity.

His regime was a lesson to humanity, not his end goal. It was to harden humanity and teach them the danger of stagnation. Like a recoiling spring for 3.5k years, humanity built up resentment and claustrophobia. When his death released them, they bounced out of their prison like a spring to the far reaches of the universe, changing and evolving along the way. Even the bene gesserit changed, fractured, and reunited. The only constant in dune is change. Those that do not change will die.
