No, mate. Cheraw is typically and specifically performed by Mizos of Mizoram and elsewhere. If you aren't a Mizo and still perform some aspects of it, it's most likely copied and improvised from any of the versions of Mizoram. Cheraw is a Mizo dance and it belongs to all who consider themselves Mizo, not any other identity.
