I think it's mainly the US that plays this. If you take a look at the scoreboard, there are only a couple of REAL players. The rest are bots.

Sometimes it says that there is nobody, but if you try, you can find people, I played a few months ago and I could play matches with full of people, I'm from Spain.

the player count thing must be malfunctioning but just search some quick match types and you should get a get with some people in it

If you read the manga they did show this exact scene and the entire Dragon Ball Super Hero movie into those chapters. Which is right after the Granolah Arc as mentioned by another commenter. You should check about chapter 103. As it is also a chapter created in memory of Akira Toriyama himself by Toyotaro.
