Most people on this game don't know how to shoot through water, so its not really much of a worry. However most people are clue'd up enough to start moving if people start shooting

I know a lot of people on a similar set up who are on 1440p and getting around 100fps. If you are on the latest nvidia maybe try rolling back to the one before. Or look at some settings vids and see if tweeking any key settings could help you out with stuttering. I had a little stuttering a while ago, i put a frame rate cap on the game that i knew it wouldn't drop below and that definately helped. Worth a try 👍
