How is the radiation obvious? If you're referring to the visual quality, well welcome to 1985 VHS tech. Also, water is an excellent radiation blocker. You can literally swim in reactor cooling pools with active rods just 15 feet below you and be perfectly fine because the water absorbs the radiation before it gets to you. Same for these wrecks. They monitor them to make sure the reactors don't break open but they're not pumping radiation into the oceans.

I've always found it extremely intriguing how the weapons shipping hatch is open, the hull seems to be intact in shape, yet the ER is telescoped into the forward compartment, almost like the hull sheared at AMR2 or at the RC. Definitely more questions than answers

It might not be listed as offlimits but when a nuclear-powered sub surfaces out of nowhere and a rib shows up with dudes with machine-guns you get the point that it's off-limits. When they're leaking radiation they'll be 100% off-limits which given the amount of time they've been submerged they most likely are leaking radiation. There's no marine life because of the depth. The Titanic has similar attributes, with corrosion being the primary degredation.

It's very deep, not a lot of "growing" things there due to no sun light penetrating that deep. As well as water is a powerful radiation absorber/shield. Thats why you can happily swim in a pool where nuclear waste is stored just inches from it without taking damage. So there is no way your theory is correct.
