Well actually it is not rigged. The dance moves are not even choreographed beforehand. The level these dancers are dancing at has fewer competitors and many competitions so it's inevitable that they will dance with dancers they know. In order to count towards a competition there are certain rules about how the leaders pick followers and vice versa. The songs are usually randomly picked by the DJ from a list given to them by the organisers or the competitors write/show the DJ one song each and then the DJ picks randomly, making sure they don't get the song they picked. Watch a few more videos and you will see the different competitions and styles within. The title of the video will usually tell you if they get to pick partners, songs, or if it's what's called a "showcase". A showcase is a performance in which everything is chosen to show off the dancers. That's the only time you could say that they get to choose who they dance with, what music is on and choreograph the steps before they dance. An "invitational" is where there is a list of dancers invited to compete: they may chose partner or music but it depends on the competition. For example the "johnvitational" section of a competition is not an official swing dance and doesn't count towards the yearly points because John picks the dancers and what music is played then the dancers will spontaneously dance to the music with the leader giving movement or visual clues to the follower.
