in last question how can we go with an option that tells us about the risk on one level when we have option three which says these valves are not good against blowouts irrespective of the levels .. dont you think the blowout pose greater risk plus risk of blowout at level three and its expense of repair already included in the meaning of statement written in option 3

Sir in the last question the 5th option says level3 results more time consuming blowouts that 1 and 2. From this we can't really say that there are many blowouts on level 3 because we can't really say what more is. This is my thinking which is why I went with 3 could you please show me where I went wrong?
