You need to use the ramp to your advantage, jump while in the ramp and you will jump higher

Near the top of the ramp, charge a spindash and release, jump when you release it and you should get enough height

Funnily enough, that is actually Nintendo's official stance on the matter as stated in an interview. Though, I have a feeling it's less Intelligent System's view, and more the executives at Nintendo's view.
