no, it looks pretty awful. neuv doesn't even benefit off the ATK buff. and flowing purity doesn't even give enough BOL for consistent uptime. wanderer or something would make so much more sense with this combo

god he won't never miss a crit with that CR 💀 mine does have around 81 and that's the max I can get with my crappy artifacts still does his work very well and got him with Neuvi's weapon since can't afford his bis 💔 however a very good showcase!

he's using furina at c0, the damage will be slightly better overall but each hit will be lower than normal because of the stack loss

I have both at C1R1 and i can confidently say that Neuvillette is better dps, as he has much better AOE and his damage his much more consistent compared to Arlecchino's and he is much more flexible team wise as well. Like yeah Arlecchino has much better damage per screen shot, but it is not consistent and the AOE is worse compared to Neuvillette. That being said, she is s still one of the best dps, but with some drawbacks, which Neuvillette does not have.

There's a lot of crit rate that has been wasted here. If you already have that 90%+ CR, you should have change your artifact since the 4pc set of MH is no longer needed.
