On IB you can buy some ADR's. For example Anadolu Efes with the Ticker AEBZY or TAV Havilamanlari with the ticker TAVHY

In the US, Fidelity allows trading of Turkish stocks, but unfortunately, I'm not aware of any brokers in Europe that offer this option.
