In my opinion, cognitive load is like sound, and sound develops cognitive load. For example: I can understand that s sound was from a cat meowing, but when I hear a sound that came from someone singing in a foreign language, then I wouldn't be able to "comprehend" that sound easily for the first time hearing it. See? Sound is still sound, but without developing "acquisition" first, then there would arise an extraneous and "unfamiliar" cognitive load
