Both can resolve. Once check in of one user is done second user can take latest and merge.

Max 30 carry forward, encashment only when you leave.

I would suggest to continue to your existing position for sometime. Meanwhile keep learning and if possible clear some certification. Then you can ask your reporting manager so he can help.

Yes you should be able to claim wfh if it is mentioned in your offer letter.

Yes You can avail LOA which is unpaid leave. I guess with approval you can take upto 6 months and increase on need basis.

You can apply from your annual leave balance. If there is no sufficient balance you can avail loa which is unpaid leave.
