We actually do have footage of both. (And Uncle Dan) One angle of Uncle Dan (from above) Quite a few angles of Snoopy (one from behind, two from in front) And one angle of Greg Heffley. I can compile those into a video if you like!

The real question is, why would the handlers let the barney balloon fly that high when there's strong winds involved? If they just would've lowered him to the ground, then he wouldn't have popped!

Actually, he is quite low to the ground. The perspective of this camera kind of messes with your depth perception for height, but the building that he is on isn't that high. Barmey was almost walking when he hit the lamppost, and there are other videos (after the tearing) which put into perspective how close to the ground he really was. And Pink Panther was flying at almost ground level when he slammed into a building.
