Post tensioned rusty wires are an instant red flag. Having seen post tensioned wires before, they are meant to be completely clear of rust.

Hi, It is always the best to have a clean and clear strand surface. However, that's not always the case. Surface corrosion with no pitting still can be used. Once stressed, grouting will be conducted. =)

What will be the bases of the permissible + and - deviation of theoretical and actual elongation?

Depending on which code that you use for PT design. We are using BS 8110 where under tensioning procedure, the difference is stated within 6%. ACI adopt 7%. Hope it clarifies.
